It is just possible that Mr. Kato'a
additional appointment is the first stage in transferring
him from the semi-political Development Company to the
more purely economie Power Company, so as to make room
at the head of the former for a military mani but since
the criticism as at its height five months ago, and the
General Meeting has been allowed to pass off with
apparently no reference to impending presidential changes,
it seems more reasonable to supose that for the prsent
there will be no changes in the management, and that
there will be no suđřen change in the policy of the
company, though doubtless the voice of the military vill
gradually become more powerful as time goes on.
